Palace of Justice in Faro

Remodeling of the Palace of Justice in Faro
IGFEJ – Instituto de Gestão Financeira e Equipamentos de Justiça

The building was built from scratch to install the services of the Court of the County of Faro and the services of the registries and notary. The project is authored by Architect Raul Rodrigues Lima and was inaugurated in june 1962.
During more than five decades of operation it underwent several functional adaptations that implied interior changes, but its exterior image was generally maintained.
Taking into account the functional changes dictated by the new “Judicial Map”, combined with the need to rehabilitate the building, we were entrusted by the IGFEJ to develop the overall project for the entire property.
The building in question has the usual constructive characteristics of the time and an image that is easily identified with the image of the 60s of the public buildings destined to the Courts.
It consists of two main floors occupying the whole area of implantation, a semi partial basement and a floor at the level of the partial roof as well.
Constructively it is characterized by a reticulated structure of pillars, beams and slabs in reinforced concrete, framing facade walls and partitions in ceramic brick masonry. Some of the most recently applied partitions are of structured plaster board with metal structure.
The roofs that were initially on the terrace were later altered, being now constituted by “channels” of fiber cement.
The frame is anodized aluminum in natural color with simple glass in the window sills and painted metallic framing glazed in the access doors. The spans of the ground floor feature exterior roller shutters.
Of the Solution
The intervention focuses on two fundamental aspects: the general rehabilitation of the building, nullifying physical and aesthetic deterioration, and the functional remodeling and “habitability” and environmental conditions that are fundamental to the overall good functioning of the Court.
Of the functional aspects
On the floor of the main entrance (floor 0) and from the main Atrium we have the Secretary of the MP, the Central Section and the circulation that gives access to the Audience Room 2 and the new Audience Room 3. Linked to this circulation we also have the two witness rooms and internal access to the upper floor via the central staircase and new elevator. From this zone we access to a zone of conditioned access constituted by offices destined to magistrates and administration. In this floor we have the zone of the cells, with connection to the outside by own door and with connection to two rooms of Audiences of this floor and to the one of the top floor through the column of vertical circulations. From this floor through the central staircase and our own stairs we reach the lower floor (piso01) destined for Archives and Deposits.
In the upper floor (floor 1) and from the main lobby we have the Criminal Site, the main Audience Hall and the circulation through which the Central Criminal Court is accessed, and the reserved area for Magistrates.
Through the central staircase and elevator access to the 2nd floor and the roof. This partial floor is entirely dedicated to the Court File.
Vertical Access and Circulation
The building has several exterior accesses being the major and for public use the main façade that gives access to the atrium from which access to public areas located on floors 0 and 1. On the back façade is the access of the magistrates and employees.
The remaining accesses are those for detainees, which give access to the cells, and the access to the room of deposits, both from the courtyard.
In the lateral façade a new exit was created for the exterior, connected to a stairway that serves floors 0 and 1, destined exclusively for emergency exit.
At the main entrance was created an access for disabled people constituted by a ramp that develops along the lateral facade.
In the public zone we have the main staircase that connects the main atriums of floors 0 and 1.
In the central zone of the building we have the ladder that serves the four floors. In this ladder, a new elevator was installed that will facilitate not only the movement of people with reduced mobility but also the movement between services and between these and files.
