In 1973, the Head Department for National buildings and monuments (Direcção Geral dos Edifícios e Monumentos Nacionais) comissioned the Pardal Monteiro Office to create a Base-Program and a Previous Study formulation, concerning the institute’s expansion through new buildings to be constructed in the existent outskirts of the headquarters building terrains, covering a floor area above to 30.000m².

This solution, developed in the meantime, was eventually abandoned, because it was decided that the new Institute’s facilities should be located in the area designed for the Lisbon’s Administrative Center (UNOR 40).

In 1981 the new Base-Program was commissioned and developed, aiming towards the creation of new facilities in the Lisbon’s Administrative Center area.
